By learning the songs you will be exposed to a lot of chords, rhythms and basic techniques to help write a solid song. Pay close attention to their shifts and transitions, the certain chord voicings they use and how they use them. Take time to learn the riffs and basslines, even if on guitar. Paul McCartney is (IMO) a pop-writing master. John Lennon had a great way of writing songs that would build tension and take the listener by surprise. Combined, they wrote some of the greatest pop songs ever. Listen to their vocal melodies, how they would harmonize and such. They also experimented with sampling, crazy recording techniques and all sorts of crap. Psyche music borrows heavily from the Beatles style of quirky pop. Listen to the Beatles, then go listen to Tame Impala. There is an undeniable similarity.

If you don't know how to write a fucking song, adding drugs to the mix is only going to result in you fiddling with seven delays, a phaser and some dynamic filters for a half hour, while singing in a monotone through an oscillating fan. Like pretty much all fucking pointless drug music.

The Beatles played pop songs for years before they went psychedelic. So did the Pretty Things. So did the Zombies. So did the Byrds. So did about every single good psych band that ever was.

Drugs without writing skills only results in shitty drug music. It is not some magic fix-it. You will think you are making amazing music, but to the rest of the universe, it will just sound like shit, like all directionless drug music does.

What Chris is saying is that you should take as many drugs as you can before you hit your mid 20s.
