Hmm, i suppose they are all parts of the same scheme, but to me, and as it generally sees use around here, the word "lottery" would seem to imply the choosing of random numbers to determine a winner. Like, you play "your numbers" and a random drawing that happens later, is hoped to randomly land on those same numbers and make you rich.
Scratch tickets are more like self-contained sheets of not-very-randomness. They are much less "fair" than a truly random lottery, but they balance that out by being able to guarantee that here is a winning ticket in circulation somewhere. So even though it is pretty transparently "fixed", the players can be allowed to believe they conceivably have a better chance of winning something because, well one of the tickets is already a winner, and just needs locating.
Just semantics, but that is how i differentiate them, myself.
